The root of the problem is that our educational system forces students to go to government-run schools staffed by unionized teachers only interested in their own pay and pensions. It should be privatized: each student would get a voucher from the government to pay for the private school of his choice. Bad schools with bad teachers would not be able to get any students to come, and would have to shut down. This is the way to force a change. Nothing else has worked and nothing else will work.
