Several of the characters, including Nicholson's Jake Gittes, are former cops from LA's Chinatown; a place where any law enforcement is not only useless but quite possibly harmful, as a result the cops are encouraged to do 'as little as possible'. The film is about Gittes becoming involved in a case he can never fully understand and inevitably brings tragedy to the woman he sought to help. Chinatown is symbolic of this impotence and is the fitting location for the films tragic conclusion.
